LSE Taxation Seminar Series – Making Tax Law: the role of HMRC Legal Group in legislation, litigation and international treaties

This event is part of the LSE Taxation Seminar Series, which engages the wider tax community with a dynamic program featuring academics, practitioners, and policymakers discussing current issues in taxation. Seminars are held on the LSE campus.

On Thursday 20th March 2025, Alan Evans, General Counsel and Director General of the Legal Group at HM Revenue and Customs (HMRC) will present the following paper: ‘Making Tax Law: the role of HMRC Legal Group in legislation, litigation and international treaties’.

Speaker: Alan Evans

Biography:

Alan Evans is General Counsel and Director General of the Legal Group at HM Revenue and Customs (HMRC); a multi-disciplinary team of 1,700 lawyers, accountants and other professionals providing in-house support to HMRC and HM Treasury. The team has won a number of industry awards for its work during the Covid 19 pandemic, including implementing the furlough and other schemes. Alan is also a member of the HMRC Executive Committee – leading a complex organisation of 65,000 colleagues, tens of millions of customers, and overseeing a major transformation programme. Alan leads across the department on values and ethics, as well as the Covid Inquiry.

Alan has held a number of other senior legal leadership posts in government in the last 15 years – including Legal Director at Defra and BEIS – and has chaired and served on several departmental and cross government boards. Earlier in his career, Alan was a legal adviser to the Cabinet Office and at the European Commission. Prior to working in government, Alan practised as an international commercial litigation lawyer in City law firms. He is a past member of the Law Society’s European and Employment Law Committees. He is also an LSE alumnus.
